New environmental standards for Oil and Gas Refineries  

The EPA, in 2012, changed their Refinery Flare Gas Ruling 40 CFR Part 60, Subpart Ja to require the majority of refinery flares to be continuously monitored within the United States.  A CEMS (continuous emissions monitoring system) is required for each affected flare to measure and report sulfur content under normal conditions and when flaring.  

In addition to the CEMs requirements the EPA is mandating continuous mass flow monitoring for refinery flares.
